Young tree branch shaping

Hi-


I have a small apple tree that is about 8 feet tall. A few of the branches are hanging in weird ways near our fence. If I splint them with some dowels or similar how long will it take for them to start taking on that new direction? Any other thoughts on how I should do this? thanks
