What do you mean raised? Like bas relief? or like you can feel the lines?
That's not a bluebird, that's a falcon. The horseman is a falconier....and I agree Russian, Cossack sort of thing. Frankly it looks like a piece of stone, not a ceramic tile....does it look like that in person?
And I also think you may have "something" but I don't know what.

Wow, I see the falcon now! Not tail feathers. So interesting! Frankly, I thought the clay resembled cement when I first looked at the back. Maybe its some type of stone. Weight is 1.5 lbs. As far as the design, it is more like bas relief and very crude almost as if someone took their thumbs and pressed all around the figures. Sorry, hard to describe when I know so little about art. Correction: thickest part is 5/8". Any thoughts on possible age yet? Thank you!

If you look closely at the pictures you will see cracks in what appear to be white glaze. I too at first thought it was a piece of porous travertine or marble but probably a high kaolin clay mix. Not a high fired piece. The surface appears to have waves in it and the artist used the waves for the horses front and rear legs probably to make it appear more natural. I would classify it as folk art and enjoy it.

Edited to add that in this area some of the Russian refugees from the 1980's were making homemade wares of all kinds to provide additional income while they became established. My husband worked with two engineers from Russia who would bring various hand crafts to work and this reminds me of some of the things he described.

I suspect it may be from Jordan, Iran, that area of the world, ie the Middle East, where falconry is popular, and the traditional pottery looks very much like that. DH brought back a bigger version from Jerusalem recently. It has a similarly rough back, and a hand-painted image on the front. I love it! They told him it was old, but I don't think it's more than a year or two old, lol.

But I'd still get it checked by a reputable person, if I were you. Try a good local museum, and don't let them fob you off with a minion! People bring stuff to museums ALL the time, and invariably the museum feigns disinterest, gets it for free, and either stashes it, never to be seen again, or someone takes it home and it "disappears."

I'd say middle eastern too. A friend gave me a tile from Afghanistan in the mid 80s that seems similar in painting style, thickness, same base glaze, with rough back . I was told it came from the wall of a house.
