Need better photos....can't see any insects clearly enough to determine an ID. And it would help to know what sort of plant, whether growing indoors or out and where you are located.

Terrible image, but I'm guessing that they are aphids. Look them up to verify, then let us know. If so, we can suggest some easy, chemical free methods to manage them.

Clustering on the newest growth is typical of aphids. Take the plant outside and use a firm stream of water and toothbrush to remove the insects. Then continue using the toothbrush on the dry plant if the insects re-appear. Winged adults must be squished as they may fly back to the plant if simply knocked off, although the brush method severely injures most of them.

Tropical hibiscus maybe? It looks like it's outdoors. I agree with the prescription to wash it. Hibiscuses wash well.

I have stickier critters on my hibiscus and I get to wash them off frequently. The leaves are sturdy enough to wipe them off with your thumb while running water over them--a strong spray of water might be all you need for aphids.

Be glad it's just blurry aphids and not giant whiteflies. So far. :)

Thank you, everyone. Yes, it is a terrible image-my close ups on my iphone were not cooperating. I thought they were aphids but wanted to ask because I was using bloom and rose insecticide from Bayer used on aphids and thought it would do he trick, but it did nothing. I've had no luck with insecticidal soap. Maybe just goood ol' fashioned water and some rubbing will do it! I'll give it a go! Thanks again!

If it's a larger established plant, consider pruning it back before you start. Less work, plus you'll be tossing many of the critters in the green can. Hibiscus don't seem to mind a good cutting, especially if (like me) you didn't water them much before and now wash them frequently.
