What does this tool do? Called 'flatmouth pruners'

My mom gave me a big gardening tool kit last year for Christmas and I never really noticed this tool until recently. Its called flatmouth pruners. One side is plastic and not sharp and the other side is sharp. I tried pruning an aucuba with it and it didn't cut well.
