Like the old MTD riders with the plastic choke handle you need to replace the control cable as they bound as they aged. The part number on these are stamped on the cable. I'm not sure what you are working on though. You normally can adjust the positioning of a choke control by a clamp at the engine control. Sometimes lube will help.

You will have to measure the cable length and order a new unit . There are numerous aftermarket cables available . A secondary resolve if your not in a hurry is to remove cable and hang it from a hanger and spray some high quality penetrating oil into the sheathing and let it sit for a few days . Then repeat and try exercising the cable , eventually it may free up . If so then repeat with cable lube and repeat annually to prevent it from drying out .
