Adherent seed husks

With the last lot of seeds I planted I am finding that the seed husks are reluctant to come off as the seedling emerges, Of 12 up so-far, only one has dropped it's husk on emergence. One retained the husk for 3 days and when I finally removed it manually, the plant looks stunted though still alive. Seeds are growing in a seed cell tray with plastic dome and RH measures at 88-98% inside on heat mat at 24-28C. I have manually and carefully removed the husks from a couple but it's a problem as the roots haven't secured the plants very tightly in the loose mix at this stage. Any ideas on how to do this more easily or better yet prevent tne problem.
