I would also try to de- emphasize the windows below via landscaping, not up against the windows, but set back so as to camouflage them somewhat from the street view.

If possible I would also make the stairs and porch up to the front door more of a feature. Make it bigger, give it a substantial base across the front (right now it looks like an apartment balcony just hanging there), replace the metal railing with wood.

I would build a s multi level deck entry right now this looks like a back entry so you need to call attention to this as the main entry . I agree remove the shutters for sure .

Is the house an actual split level, or is it a raised ranch? In other words, when you go in the front door, is the floor at the same level to the left and to the right? Most splits have the front door at grade, and then a half stair up or down inside the front door. I'm not saying you should add this, just putting it in context. I think the entry steps and platform are what detracts from the overall appeal. The rest of the house is typical for a split/raised ranch, but that porch kind of makes it look like you are entering through the back door. I hope that's not too insulting - if you make the porch more substantial it will improve the house's appearance. A typical split has the door at grade to avoid this issue.

The only other thing I can think of (besides painting out the white lower level/changing siding to match upper level, removing the shutters, and fixing that front stair/porch) is to add landscaping -- maybe trellises on the left side under the shallow windows, and trellising to enclose the porch/stairs. The row of upright shrubs isn't helping -- you need a mix of both more rounded, and looser form plantings.
