Changing a window isn’t that difficult but it matters what the window looks like from the outside. Is it in line with other same size windows on the street side?

In general, I’d change the window unless it will really mess up the street side facade.

That would be a nice window if you moved it up and included it in the design. You won't need the lower casing.

A new way to think about the situation: "We're getting a new window. What's the best kitchen design that has a fabulous new window on this wall?" Since you are re-using the existing window but moving it, it's effectively new.

What material is your exterior? Will you be able to "match" the material when you raise the window?

You might also consider making it wider. (That might also provide you with material to patch below the window if, for example, your exterior is brick.)

The window header will limit how far you can raise the existing window. Which won't be much, if any.

Probably the most economical way to deal with it would be to replace with a shorter window.

I had a similar situation and make the area in front of the window a "baking counter". They are traditionally lower. Put a marble top on it and called it good. Favorite place for kids and short people to work.
