While our office is larger (also doubles as a guest room and art studio), it is also tan walls and more modern lined office furniture like your desk. We have navy curtains and bedding and like the look quite a bit. We kept the rest of the colors quite neutral though, white, black, grey. I think navy+ lots of other strong colors would be a tad overpowering in a small space. Much like your photo, we do have a little orange in the art, but very little. It seems to compliment the navy well in an otherwise very neutral colored room.

Unless your basement is new and they used all the right techniques for moisture barriers, there is always some risk of moisture coming through the slab or walls. Concrete itself is always permeable to moisture, so basements rely on other barriers to keep water in its place.

I recommend using small rubber pads under wooden furniture, and elevating your computer a couple inches off the floor with moisture-resistant material. The rubber pads will keep moisture from wicking up into the the wood, and for the computer, elevating it provides peace of mind if there are minor water problems.
