Mine are starting to leaf out again also. It is never recommended to prune until your plants are in active growth. If done then, they will produce many more leaf/branch nodes, as the sap is running freely.

With them pushing out new leaves now is just breaking dormancy and usually slow down and stall for a bit until the light levels become greater on the onset of summer.

Many in climates that can keep them growing almost all year round will prune them the beginning of summer and again after their first flush of blooms. I cannot do this.

Most times I prune around May here.

My issue is that I want to see lots of blooms as soon as possible. So I'm not sure if I should let them bloom first, or prune first in spring.

That is always a conundrum when you at first see buds being produced. For me, I can only get one Bloom cycle from my plants as my growing season is not as long as say someone in Florida or Thailand. Many growers in Florida can get a good show of blooms, prune and see a second flush of blooms later in summer.

This is where I have to make a decision based usually on the shape of my plant. If I want it to have more lateral branches or getting too tall, then I would make the decision to prune as soon as it was in full growth and then push it to force more growth. Most times they push out buds at the same time as new leaves.
