Looks like Beach-Tea, Croton punctatus. It is a Florida native wildflower found in coastal regions and dunes.

Thanks Eric. That doesn't look quite right from google pics. The leaves on Croton punctatus look much smaller and the inflorescence is completely different. This plant (I've been trying to ID for over a year) has much bigger leaves. It has lots of flower buds so hopefully it will bloom soon. No one seems to know what it is though. I posted it on a facebook plant id page too but no luck. I want to take cuttings from it before it gets bulldozed because the leaves smell very nice in my opinion.

I really want it to be a Cestrum of some sort but I don’t think it is. Open flowers would certainly help.

Hmm. I think I may be getting close. Pluchea carolinensis aka 'cure for all' looks like it. It's listed as found in my county. To me the leaves smell strongly of citronella but to my friend the leaves smelled of turpentine which is one of the descriptions below.
