Recessed lighting advice

Hi. We are building a new craftman style home in a metropolitan area. We are generally going for a clean transitional style in the home. When I met with a private lighting consultant, he strongly discouraged us from using many recessed lights in the home. While we had planned to add fixtures to certain areas of the home (the foyer, kitchen island, dining room, bedrooms, and bathrooms), he wanted fixtures everywhere. he claimed that even areas like closets, the mudroom, and the basement needed fixtures. He was okay with having some recessed lighting in hallways, the living room, and the basement rec room, but he still encouraged us to add fixtures to those areas. Is this good practice in lighting? I felt like he was pushing us to pick more expensive fixtures, and I am also concerned his approach will make our home seem more cluttered. Any tips are appreciated!
