I just did exactly this on a 15x30 pool. I used Wet Edge, a similar product but from research lasts longer than Pebble Tec. I also removed glass block on a waterfall, changed all the tile work, changed the scuppers to copper ones, and resprayed the sun deck. We paid $18k for everything and we are in south Florida. That actually sounds like a good price. Some companies will sandblast the old surface to rough it up then bond coat it then apply new surface. The best results for the new finish to adhere are to completely chip out the old finish down to gunite before resurfacing. Make sure you understand how they plan to go about doing it. If they are sandbalsting and you request a chip out, their price may increase because it will take more time to chip out and more material to refinish
