Can you tell us what you did so we can see where you might need to do something different?

Twice the seeds were planted 1/4 inch deep in potting soil and twice 1/4 inch deep in the garden. They were all planted at various times in the summer. They were from 2 packets of seeds.

Um, I think temperature is more significant. Like lettuce, many alliums will not germinate at temperatures above 65F. FWIW, I sow all onions on Boxing Day...or even before. Now is an ideal time to sow.

Hm, interesting. I started standard chives and garlic chives in adjacent cells and the garlic chives are going gangbusters while the regular chives didn't spring a single sprout. I did use a heating mat, though - perhaps that was the problem. I'll try again with the regular chives, no heat, and see what happens!
