When an inspector tells you something you do not understand, ask them to explain.

So I was not at the inspection today and got this info 2nd hand. I'm trying to understand what code this is for. I will also say this inspector was unable to answer previous questions we had so that is why I am posting here. Trying to get more information.

The premise for fire-blocking is that it stops fire from spreading from one floor to another, or from one space to another. In most cases, fire-blocking is used when there is an opening between one level or space and another. In this instance, I think the inspector wants the carpenter to install solid blocking above the beam and under the sub-floor above. Like PPF, if you don't understand, ask the inspector and if they can't or won't explain, go to the head of the building department. Ultimately they work for you.

I think the issue in this case is that the fire blocking would be in an open ceiling - so kinda doesn't make sense. On the other hand, they may have already made the calculation that the cost for the blocking is minimal and even with an open ceiling there is some benefit. What's more, if it's ever enclosed in the future the blocking will be there.

That said, others are correct that no matter what we say, the inspector is the one that you need to satisfy. If you have questions, ask the inspector.
