window leak fix questionable

So we have had our big picture frame Anderson 400 smartsun window lean twice and thinking the latest fix still won’t work. Both leaks came in through the bottom on the window between the frame. The first fix was to silicone caulk the outside perimeter. It did work for a while because it did rain and held up. After a month we had rain to freezing temps and we heard a huge pop and then we saw the leak again. Same entrance onto our sill but on the right side of the center of the window. You can look at pics. Tomorrow they are coming to caulk the interior. They have to pull some trim off and then caulk. Anderson says this will keep water out. They will then come back in the spring to recaulk the exterior. I’m not confident. They said to do a new window means pulling off brick because of the flashing and they wanted to try this first. My question is—Wouldn’t the water still enter through the outside? Then just sit in the window? I don’t understand how this works.’I need explanation from an expert. Please help.
