Since this is posted at least partly in the tomato forum, I assume we're talking tomatoes, right? Damping off is a fungal condition, and will damage the stem at the base, so the whole plant will just fall over. A more casual droop can be caused either by underwatering, or overwatering, which makes for root rot. A picture might help.

A picture would definitely help and it certainly could be damping off.

Are you growing under lights or on a window sill? Could they be reaching for the light?

One is a tomatillo seedling, the other a tomato seedling

The tomato seedling has been growing in a semi-U shape since it first poked out of the ground.

Looks normal to me. The one on the left is just a little leggy or top-heavy. Maybe also with the ones you circled in red. I plant my seedlings in cups that are filled to within a half-inch of the rim. Then when the plants come up, I mound soil around their stems to prop them up better. For tomatoes, which root from the stem, that works exceptionally well. Not clear that you have that option in those little bags. But when you plant out, just plant them deeply enough that the stem can be straight up.

Not sure where you are, but if in 5b, it may be a long time until you plant out. In that case, just pot up deeply.

Thanks you, from what it looks like- it won’t be a while until I can plant in the garden-expecting snow tomorrow and cold weather for atleast two more weeks :(

You understand that tomatoes are entirely frost intolerant. 31F and they're dead. So plant out after the danger of frost is completely past, not just when it happens to get warm. Although the USDA zone won't tell you that date (but you can easily look it up), in general 5b has last frost in late March or early April. But as long as they aren't kept overly warm, your seedlings have a good four weeks to go before wanting to be planted out.

In zone 5 don't even think about planting tomatoes outside till May.

Looking at your seedling picture, I would toss the bent seedlings and thin each container to one perfect plant. Lately it's become common for commercial seeds to be inferior.

Also, your soil looks too wet. At this point in growth, water from the bottom and allow the top of the soil to dry slightly to avoid disease. Make sure you have air flow.

Thank you again for all of the wonderful information , but I think it’s my fault- i was trying to say (by two more weeks of cold weather) was that we were expecting two more weeks of below average temps. I know that it will be long While before these seedlings can be planted out- cold weather and frost are annoying...

It can be tricky to maintain an even moisture content in peat pots. I wonder if they dried out a bit too much before you were able to give them a drink? The bent ones don't look bad though and I don't think that I would worry. Did they straighten out?

It might be a good idea to thin them to one plant per pot. If you pull gently, you can probably salvage the extras and re-plant.

When you do pot them remove the netting from the outside if those Peat pellets. I know they say the roots grow through them but I've found that they often constrict the roots
