what you are planting is called a wind break ... they are a big deal in regard farm land ... as such.. your local state or county soil conservation district office usually have recommendations regarding suitable plants [with the caveat that i live in farm country.. and i presume a lot of the east coast populated areas are not defined by the surrounding farm land ....]

in fact.. in my MI ... the there is a state wide program where the soil conservation districts have annual plant sales where they sell large number of small transplants .. for just such projects ... see if your state offers such ... the sales are usually right around proper planting time ..

you dont mention the length of your planting ... if its a long planting.. small plants are a great way to stay on a budget ....

also ... you dont mention how far from the house .. limiting yourself to the property line at the road .. requires a lot more plants .. than if you can plant a tree or two.. in the lawn.. closer to the house ... even better.. do both ...

also ... lack of full sun.. will slow down vigor... depending on how much shade ... only meaning.. it might take longer to accomplish your goal .. even if you put in larger plants that were grown to size in sun.. and you put them in shade ... things dont die in lesser sun due to shade.. they just might have reduced vigor.. meaning they take longer to get established ... and might grow slower in the long run ...

last thought... the larger the transplant.. the longer they need to become free range .. meaning how long you have to water them ... the conservation plants.. might just need water in the heat of this summer.. while a large transplant.. might need tending for 2 or 3 years ... and again.. if this is a hundred or 2 feet from the house.. that will be a lot of hose to take care of them ... proper timing of planting ... lessens water needs .. see primer below ..

I second the recommendation of Myrica pensylvanica...they're grow naturally along seashores in many places, so they can handle the salt spray with no issue. They're also pretty low-maintenance, adaptable to a wide range of soil and sun conditions, and not favored by deer very much. Birds love them too!

Sambucus might be another good option as well.

There may be some of the rugosa roses that grow that tall, though none of mine have. Rugosas are salt tolerant as well, but I like the suggestion of bayberry, Myrica pensylanica.
