There is nothing for scale to help determine the size, but if it is a very fine textured sub-shrub then it may be Diosma pulchrum.

Smelling crushed leaves is the easiest way to determine. All 3 plants mentioned have strong yet very different odours. But I suppose you'd need to be familiar with them to know...

The flowers don’t have the right shape for either rosemary or sage, so it isn’t either of those plants.

Yes. The flowers are the wrong shape for Lamiaceae, so that eliminated Rosemary and Sage from the start.

And yes, Coleonema pulchellum (Breath of Heaven)...looks good, so I'm going to go with that!! :)

I think it's breath of heaven too, but another common rosemary look-alike is Westringia.

It's not Westringia. Flowers are the wrong shape for that. And although the leaves of both species look a bit like Rosemary, the flowers don't.

OK, I haven’t really been paying attention to this plant, which is ubiquitous here in the Bay Area, but it sees there are two names it appears under: Diosma pulchella which has been changed to Agathosma pulchella, and Coleonema pulchellum. Who is it?
