I noticed the leaves on my saplings to be in a weird contorted shape. i saw the change maybe a few weeks ago. Cause i used to have a jasmine plant in the same location and it used to have some leaves curled up that way too.

is it insects or fungus? I sprayed neem oil but apparently it doesnt work. Help appreciated! :)
