If you are not concerned about the winter view, I'd consider a Mandevilla vine for the trellis. They are lightweight, can take full sun, grow fast, are reasonably priced, and put on a beautiful show for the summer. You might even try just adding them to your jasmine, as the jasmine will provide a little off season interest.

The windows are low enough to the ground that I wouldn't bother with shrubs. You could just fill the bed with solid 'Big Blue' Liriope. You'd need to cut it once per year at the end of winter. The Mandevilla seems like a good choice for the trellis.
