You can buy soil at sand and gravel places. I live in Glendale and go to Preach Building Supplies in Sunnyslope.

Usually I've bought the topsoil for the garden. If you have a pickup they will just dump a scoop into the bed of your truck.

Perhaps call the Sonoran Desert Museum or other source of native plants and see what they have to suggest. I wouldn’t likely use typical topsoil for desert natives.

I've used the topsoil mix for years with no problems whatsoever. My garden grew tomatoes, zucchini, squash, etc and they all did just fine. I'm sure that the local supplier will source supplies suitable for the area where sold.

Desert natives (which is what the wife of awtarrant1 wants to plant) will have different soil needs than veggies. I am not dissing the soil supplier, but native desert dwellers and human cultivated edibles need diffferent soils.
