Pool Pump and Heater Install - incomplete?

Hi All,
Would appreciate some advice - our pool company replaced our aging pump, (propane) heater and filter. They also put in a new concreted pad, as the old one was crumbling. They have “completed” the job but the new heater isn’t yet connected to our propane line and electric isn’t connected to any equipment.

Is this normal that we’d now have to bring in a plumber and electrician to complete??? Was never discussed. We assumed by the pool company would take care of all install requirements. Are my expectations off?
