Cheesy white substance on Plumeria

Can anyone identify this substance on my Plumeria plant? Anyone know how to treat it. I have tried to wipe it off with a water soaked paper towel and it shreds like it’s made of cotton fibers!?! New to plumeria plant life! Could use some help!
