Trouble getting plumeria cuttings started

We recently brought home some plumeria cuttings from Hawaii. We live in Nebraska and brought the cuttings home mid March..planted them right away in a mixture of orchid mix and potting soil. They sit in a SW facing window . Now that the weather has warmed up..70's and 80's in Nebr. we have moved them out sie to get afternoon sun. We water once a week...keeping the soil moist but not flooded. The cuttings look exactly like they did 8 weeks ago when we planted them...bare stem and lo leafs. Is 8 weeks long enough that they should be getting leafs by now...or am I being impatient and should give them more time before I punt? Any advice is appreciated.
