Treating hot rolled steel

We are making a sort of (not very tall) raised flower bed using steel as the wall of the bed. We had a couple of sheets of steel cut into the sizes we need to create this but trying to figure out what we need to do to get the look we want. This isn't cor-ten steel, just run of the mill hot rolled steel - but we'd like to get that rusty kind of look. My question is how to prep the steel to speed up the rusting process. Is degreaser and then vinegar enough to get the ball rolling for hot rolled steel?
