New growth dying

I have a couple roses that I planted in the late summer last year. They died to the ground, but started growing from the roots. Suddenly, the new growth has wilted and died. I’m afraid they’re goners now. The stems are still green as of now. My soil is poorly draining, though we amended the entire yard with compost. Should I dig them up any try putting then in a pot? most of my new roses seem to be doing fine and growing from the roots like gangbusters. Here’s one of them. It is diamond eyes mini rose.
