A rock garden with small succulents such as cacti, yuccas, or agave could work. Which kinds will work and your other options are dependent upon your climate.

Without knowing your zone, general location, and seeing the rest of the house, it's really impossible to suggest anything meaningful.

There should be NOTHING planted under that window. You are way too close to the house. The bed shouldn’t even start within 4 feet of the hour.

Half the beds in America end at 3' from the house. Not saying it's a good thing. Just the way it is.

Interesting, is this because of potential root damage? The plans that have been there for years seemed to have minimally invasive roots. The homes in the tract (about 30) all have the same layout.

Yes I know Yardvark and it drives me crazy because you can’t grown anything under the eaves of the house because the plants don’t get light or rain. Next in my part of the world, planting that close to the house attracts groundhogs which will burrow and destroy the house foundation. Planting too close to the house is a big curb appeal killer because it reduces the DEPTH of the home. The first 3 feet of my home are large gravel rocks to keep the ground hogs from burrowing. It also reduces TERMITES. I am a Master Gardener for 30 years and I have provided landscape design services for pay over the years having also studied landscape design after becoming a master gardener. I just haven’t kept up with it because I have a day job. So I am very thankful to the pros on this forum who chime in.

I think liriope would survive there if it got some help in the beginning. Annuals would need more help (water) but they always do.

The random scattered rocks don't do anything for the bed. I'd get rid of them. I can see something like dwarf lavender or a purple or variegated Salvia officinalis in that space. Or Helianthemums, Cistus, Osteopspermum, Euryops, Zauschneria, ... in fact there are innumerable sun loving, drought resistant, low growing Mediterranean style choices many of which would flower for weeks. Liriope strikes me as one of the least interesting.

I would start by changing the rectangle shaped bed to something curved/rounded. It will be more visually appealing.
