The ones that are snapping sound like they're dry and dead.... the ones bending sound like they still have life and may still be dormant... I'd wait a couple more weeks before cutting anything off...

I wouldn't wait, those low growths should be flexible enough to stake into a more upright position Lisa. Or try to use the dead branches instead of stakes... It will look weird at first because the new growths are coming off the branches at a right angle, they should straighten out on their own though, don't try bending fresh green growth.

You can trim them back that will encourage new growth if there is a chance they are alive. Personally If they were alive they would have pushed by now no matter where you live.

I didn't know BTF was hardy to zone 6... I have figs starting to show on the two branches I tipped and also branches I had left alone. Amazing.
