Peters Honey without branches!

Bought this potted tree last year, had a 1” thick, 3ft tall trunk with 4 branches at the very top, 6 figs that never ripened.

Wrapped the tree and the pot very well over winter....this Spring, opened to find the top half had died.

Now, the bottom 2” of the trunk appears to be putting out tiny green leaves.

Question: should I cut the trunk top down to where I see green under the skin?

Is there anyway I can encourage branching? I’d like branches to harden off before the frost.
