Those look like mealy bugs to me. The least toxic product to use on them are horticultural oils. Spray them thoroughly as the oil suffocates them. Of course you can also rub that visible infestation off with your fingers to squash them and remove the white evidence. That can help kill the adults but will do nothing against the eggs and nymphs. Oils and insecticidal soaps can help as long as you are diligent about preventing a major infestation.

When I get a bad case of whitefly I set out yellow stick tracks close to the base of the plant... they like to hover next to the ground and get the lower leaves.... there are LOTS of different kinds of whitefly, but I don't think you have any of them.... I agree with roseseek, that it is mealybugs.... I just got through chasing them off the salvia.... I did by hosing the plant off for several days in a row and I put down a Bayer drench.

Its annoying but rubbing alcohol on a qtip or in a spray bottle is effective for mealybugs. They keep getting into my gardenia and succulents. Some places say spinosad works on them so I tried it one place but I don’t know if it works yet. For the trees I block the ants with tanglefoot and it keeps them from bringing scale and mealybugs but that doesn’t really work on shrubs with a bunch of branches. I get whiteflies in my hibiscus but this doesn’t really look like that.
