25 years ago when we were younger and more able we terraced our back yard with RR ties. This year we are replacing several RR ties due to rot. We have concrete landscape block in other areas and it don't rot but it was way more expensive. If this is your forever home I would use the blocks.

It sounds like you considered, and rejected, a proposal to level the area by filling the slope, and are now prepared to do the opposite, remove soil in order to level the area. Have you considered the option of redistributing what's there in order to balance cut and fill, so that soil is neither imported nor exported?

apologies for the confusion. redistributing what is already there, so nothing needs to be bought in or taken out is exactly the case. it is redistributing what makes the current slope, that will make the dropped level at the back of the garden.

'Breeze Blocks' needs clarification, especially if you mean concrete blocks, 50 years ago a breeze block was a cinder block, it also sounds like you might be in the UK so Language Difference Caution may apply.
