I think the pipes are pretty clever!

If she needs hanging space more than she needs shelves, just put a rod where the shelf brackets are. This makes it essentially a really short walk-in closet.

The alternative is to take out the pipes and the hooks, and run a rod (or two) from one side to the other. Depending on how deep the closet is, it may be a pain to get clothes from the ends, but that space can be used for out of season clothes or those used less often.

Do you know what is under the platform in the first photo? It may be plumbing or HVAC that can’t be moved.
Could you give us a measured drawing of the footprint of the closet and the other areas? A standard hanger with shirt or dress on it takes up 23”-24” in a normal closet, so that would be the measurement you would need for light clothing. Jackets take more space.
You might consider having a couple of consultations with California Closets and another closet design company in your area to get some help.

In my world those “pipe things” are called closet rods to hang clothes on. When I was growing they were the best clothes rods because they will not bend. The material is galvanized pipe.

I suggest putting an additional rod behind them in the shelf area. Your daughter might also need to buy a wardrobe that is deep enough to put hanging clothes in. The interior dimension would ideally be 24” deep.

Your closet rods is in the most awkward spot. Is it adjustable...if it is you can place above that platform pushed back and add shelving in the rest of the place.
