There are three possibilities that come to my mind -- there may be others, and mine may not all be correct. First -- did you spray neem or any other oil recently, and then did temperatures go above 85F? If so, that could have burned tender new leaves. Second -- possibly that's midge damage, especially the first pic. Third -- perhaps the second pic might be showing early signs of mildew, or perhaps mildew started but then was cleared up either because conditions changed or because you used something that killed it.

Thank you Christopher, I did not spray anything on her. But the temperature has been close to 100, and I did see a bit of mildew which is strange as i have never seen it on other roses here. I was going to look it up when I noticed the curling leaves.

She was in full sun, in container, now moved to morning sun.
