rooting broken stalk?

A few weeks ago, something broke one of the stalks of my canna. I am figuring one of the feral cats around here laid down between the two stalks off of one plant and broke one down to the ground.

I left it where it was since a tiny bit was still connected. I am now noticing what looks like "eyes" developing around the break.

I want to see if I can root it. but I am trying to decide whether to just dump some dirt on top of it (and leave the stalk laying on the ground) or if I should completely remove the stalk, cut it back, and put the bottom of the stalk (where the eyes are) in a pot and go from there.

When I say that it is still connected to the mother plant...I mean, just barely connected. It looks totally broken off, but when I tug, there is resistance which means it is still connected probably by a shallow root.
