That appears much like a machinist's tool cabinet where he'd keep cutters, drills, end mills, threading dies, etc. It seems to be made of metal, probably steel. This cabinet has seen considerable use, and the handle on the top drawer is bent upward.

There are louvers on the drawer fronts for inserting identification labels.

Cabinets like this one could be found in old time hardware stores that sold loose nails, screws, etc. by parts count or weight.

I wonder why the OP thought it was an Apothecary which would be a term used in a pharmacy.

Apothecary is usually associated with pharmacy, but while roaming the internet, I found that the term is also applied to storage cabinets for home and retail store use.
