Help. Is this grubs?

Hi. We use lawn fertilizer and seem to be having an issue this year with what looks like grubs. We did put grub control down last fall..the kind that is supposed to be the slow release kind. Can anyone confirm that this is indeed grubs? Should we use the kind that kills them instantly now?
