Yes, Mirabilis jalapa aka Marvel of Peru. Given the mipultiple stems I suspect you have one of the large tubers under the soil there. It springs from them every year as long as they don't freeze.

the little hand grenade seeds ... can be saved and replanted in spring ... as well as self sowing ... never really a problem in my ground freeze MI ... where i grew them as annuals ... though they are a perennial .. in of all places.. peru.. go figure on that ... where apparently..its a marvel ...
