Mine will provide small topsets, like you described, the first year or two of growth. You don't specify how old your plants are. Which variety they are is also important. Successive years on the same plant will typically result in bigger bulb sizes and bigger topset sizes. I tend to keep a reserve supply of larger, old plants that I use only for harvesting topsets. Topsets too small to bother peeling, I plant in fall and eat those small young plants in the spring before other onions are available.

Thanks, I don't know the variety. They are about 3 years old. Some of the topsets are three stages long. What is strange is, I planted some of the large topsets last fall and those plants have already produced their own topsets which are fairly large. So the older plants are producing smaller topsets.
