Trouble with Scandal

Me again, with another problem. A few weeks ago I noticed that the crown leaves of my Scandal were looking funky, as in this photo:


It's definitely not powdery mildew, the gray areas are dry and brittle. (the white spots you see are just spots of sulphur, not bugs.) The older leaves were fine and the flowers were fine. Also, the new developing crown leaves looked okay. So I decided to wait and see what developed. At first it seemed that all was well with the new growth. However, I just saw this morning that the newest growth is starting to look like this as well. I looked at the affected leaves under a magnifying glass, and I can't make out any bugs. Below is a photo of the underside of one of the affected leaves. They are stunted as well as showing the gray brittle areas. The white spots you may see are just the way the light is hitting it, not bugs. Do you think dosing with Avid, or Forbid or Imidacloprid would help? Should I spray with any of these in addition to adding to it's water??? Thanks for your thoughts.
