It may be a combination of issues. The leaf distortion can be from aphids and leaf miners, but I also spot some yellow blotches on leaves that may be greening...? The leaf in the center of your photo looks like it has leaf miner damage.

You might have chili thrips..... if so try spinosad

Re the not flowering, also in addition to the other suggeastions, always check under your graft line to ensure no thorny juvenille suckers are taking over. They will suck all the energy from the tree to use for its own growth.

Sharon, I was immediately resistant to the idea of buying another anti-plant-bug spray for my recently rain-induced curly leaves and white bugs. But this is an interesting introduction on a seller's site:

"Spinosad, the active ingredient in Monterey Garden Insect Spray, is a relatively new insect killer that was discovered from soil in an abandoned rum distillery in 1982. Produced by fermentation, Spinosad can be used on outdoor ornamentals, lawns, vegetables and fruit trees to control caterpillars, thrips, leafminers, borers, fruit flies and more!"

irma, the other thing about spinosad is that it kills on contact. I use it on my roses and I am careful about using it for the chili thrips. I have milkweed that grows u in the roses (not that I want it there) but I make sure not to hit the plant.... next day the cats are still there and lots of butterflies and bees... if you spray when bees are NOT active you won't hurt them because once it is dry it can't do any harm.
