With a few exceptions, you can move them up to the ground freezing. What are you moving? As for pruning, dead stuff can be pruned anytime but I'd stop pruning conifers and even leafed out deciduous stuff in mid September. You can resume pruning deciduous plants after they go dormant.

Mid September answered my question. I like to trim up some live branches that I prefer to groom with leaves so I want to make sure they have time to harden off. Regarding moving, I’ve had a crab and redbud die after I moved it right after our first soft frost.
