They aren't ready to pick until they turn red, yellow, or orange.

They are supposed to stay small, they are called "snack" peppers, or supposedly the size for a kid therefore the name "lunchbox". You can eat them whenever, but they are better when they ripen to the mature color. You can pick some green, and leave some to hopefully turn red (or orange or yellow, there are different cultivars)
