Hoya Leaf Bud Drop

Hello. Recently we are having a heatwave here in Brazil thats been going for some three days, temps are like 30-38 night and day. And we are in the end of the winter. I am struggling to keep my plants well watered, even some succulents like rhipsalis and schlumbergera, which even dropped some healthy stems because of the heat. I know its not overwatering because they already bounced back. Anyway. I have a Hoya pubicalyx cutting thats been with me for some 8 months now. It gets some hours of direct sun and then shade for the rest of the day in an outdoor patio, I water it only when completely dry, its in a clay container with orchid mix. It grows kinda slowly, but from the initial two leaves that it had in January it now has 8 leaves. I fertilize 1/4 strenght every watering when the temps are above 20 C, which is most of the year. The thing is, the hoya recently had a growth spurt, growing some leaf buds and a long vine, which is normal hoya behavior, but, from the two leaf buds just one turned into a full grown leaf, the other one shriveled up and died yesterday. This happened once before, months ago, when it had its first growth spurt. This is natural hoya behavior? Am I doing something wrong? Keep in mind it never dropped a full grown leaf, just the leaf bud that did not develop.
