Tile Installation--Install Question

We've chatted with a tile guy about doing our kitchen. We currently have very old vinyl and want to replace it with porcelain tile. He said that the way he would install the tile is to essentially lay it over the vinyl (cutting off any parts of the vinyl that are lifting, because some areas are around the sliding glass door). I asked him how much it would affect his original bid if we had the vinyl removed and the floor beneath prepped for tile (which would make me feel better). His response was, "You just remove the loose vinyl portion, or if it all lifts off at once you pull it all. It'll be no extra charge. You just leave whatever is left for a membrane between the subfloor and the tile. We do it all the time." Is this an okay way to lay tile?
