How long and how often are you watering?

We were twice a day for about 20 minutes. Some of the areas have rooted, so I have cut back a little bit on those. The parts which have been "Swampy" I have also cut back on to allow it to dry out. At this point, I am watering primarily the "hill" for 20 minutes at about 4 a.m. and then again with an oscillating sprinkler directed just to that at 7 a.m. for about another 10 minutes. It gets another 10 minutes at around 2 p.m. (just the hill).

We have an irrigation system. The zone which covers the hill also covers part of the bottom of the hill, so that does get water whenever the hill does, except for the oscillating sprinkler.

it's possible you may have to install a french drain along the base of the hill to stop run-off from flooding the bottom section which will also be an issue during the rainy season.

Usually we suggest watering new sod/seed 3x per day for 5-15 minutes. If that makes the soil soggy, then water shorter, but still 3x per day.

First thing you want to do is IInstall SAM (Seal o matic) spray heads on the lowest heads in that zone. This simple upgrade we'll keep the water inside of the lateral pipes after tthat zone stops spraying, without these heads all of the additional gallons of water in the pipes will drain out at the lowest head which will be at the bottom of the slope we are discussing. Additionally you want to make sure you have the right nozzles spraying in that area. Some nozzles have high sprays some nozzles stay low to the ground.. Also, if you're getting that additional water at the bottom of the slope then you may want to consider caping some of the heads at the lowest and allow gravity to use the water higher up the slope to water at the bottom of the slope. If the ground below the new grass as not properly aerated and it's compact then the water will tend to run off as well. If you continue to have issues getting water to that area you may want to consider a drip zone conversion for that area.
