riseing damp?

The pipe coming out of the wall looks as though it might be quite old. I had this situation and found that the outlet pipes from my bathroom were leaking inside the wall. New pipes, and the damp is gone. One just has to allow sufficient time for the walls to dry out, which in my case was a couple of months, and then one can scrape, resurface and repaint. So I'd recommend getting a plumber to check that.

You need to seal the concrete to prevent this and also prevent the moisture from penetrating through to the inside of te house.
