I think a flush mount light might be better, or recessed lighting. It would make the ceiling appear higher also.

You can use a semi-flush light in that way; have done it in a few renovations to make the dining room table placement more forgiving. But a simple drum fixture at the normal height would look fine too (and not fight with the railing, etc.).
