If you prefer a full length drapery, you may want to consider a valance over each window. The valance over the small window would cover the soffit and the top of the rod with returns that could be hung under the soffit. You will see the returns from the side though unless you could velcro a small return under the soffit to the wall. The larger window would have a matching valance and drapes. Both windows could have the same exact size valance and rods. Just one rod would be hung lower under the soffit with shorter drapes and the other rod would be hung higher with longer drapes. Both tops would be hidden by the valance so you wouldn't know. I don't know the height of your room but I would make sure the proportions are right.

Not suited for curtains!

If you want curtains, add them -- two curtain panels and two sheer panels to each window -- hanging them first on the the largest window.

Then you can hang the same sized curtains and sheers over the smaller window with the rod hung the same height from the floor and also the same width.

By doing that, you can visually change the initial appearance of a smaller window and make it appear to be the same size as the larger window.

Do use the kind of curtains and sheers with a hem/pocket at the top to hide the rod. Do not adopt that drag the floor look. Keep the bottom of the curtains either just below the windows or just barely above the floor.

Adding a pair of sheers between two curtain panels on each window enables you to have some privacy and can soften the look of the window without needing to close the curtains which would block more of the natural light.

Can you get ceiling tracks there? You could mount one under the beam and then hang the other one as close to the same height as possible on a clear "invisible" rod.

I like Sabrina's idea, use a roman shade and matching curtains for the window without the sofit.

You might consider creating built in corner shelving that begins at least a foot to the left of the left window and ends at least a foot to the right of the right window and both over and under the windows.

Then, instead of curtains or drapes, you might consider just a shade or plantation shutters affixed to the shelving units that could be closed to cover the widow or, if you really want fabric, just add white sheers over a roll up shade or blinds.
