Hard to tell from the pic... but if that board is on a 45 like a corner brace, then it might actually be a corner brace- helps support the framing of the garage door and keep it stable.

I went back to take a look and nope they are actually NOT in the way and yup there is room for shelves up there above the rails of the garage door, not much but enough for us so thanks for the responses- this is a pretty good site
